Location Last Seen: Kelsey left her home in Everett to meet a friend in downtown Seattle. She was going to take public transportation, but she never arrived to meet her friend. She took nothing but her ID, a hairbrush, and a cell phone in a small purse. Her cell phone went dead or was turned off about 8 pm that evening. She hasn't been heard from or seen since.
Circumstances of Disappearance: Unknown, however, her family says Kelsey had recently testified as a witness in a federal grand jury.
Last Seen Wearing: Kelsey was last seen wearing an Echo red, black and white athletic jacket, blue jeans and a pink t-shirt. She was carrying a small black purse and black Jordan athletic shoes.
Identifying Marks or Characteristics: Kelsey's eyes are deep set and vivid green with a few small hazel flecks near the iris. She has a nose ring on the right side, and pierced ears. Kelsey has a surgical scar about 2-3 inches with keloid formation on her lower right rib cage, and a 2 inch scar on the top of the left hand and index finger.
